Health Care Service Corp. has long been a non-profit health insurance company selling Blue Cross and Blue Shield plans in five states. In March 2025, the insurer confirmed a $3.3 billion acquisition of Cigna’s Medicare Advantage, Part D and Medigap assets, transforming HCSC into a national carrier. Before taking on Cigna’s Medicare business, HCSC had 26.5 million members under it’s BCBS policies sold in Illinois, Montana, New Mexico, Oklahoma and Texas. With the Cigna acquisition, HCSC can offer Medicare Advantage plans in 25 more states, and has taken on 830,000 members that will continue under the Cigna MA branding through the end of 2025.
